Frank qualified in Medicine from the University of Otago in 1985. He trained in General Surgery in New Zealand obtaining FRACS in 1992, before undertaking post fellowship training in colorectal surgery at the Mayo Clinic USA, and in Scotland.

He returned to New Zealand in 1996 as Senior lecturer in Surgery at the University of Otago, Christchurch, being appointed Professor of Colorectal Surgery in 2000. He was head of the Academic Department of Surgery in January 2006-2019, and subsequently clinical director of General Surgery Christchurch and West Coast at Te Whatu Ora (HNZ) 2022-24.

Frank is recognised internationally as an expert of diseases of the colon and rectum having been honoured in receiving several honorary fellowships by learned societies in the Europe and North America, as well as being made an Officer of eth New Zealand Order of Merit for his work. He has been Chair of the RACS Section of Colon and Rectal Surgery, Chair of Post Fellowship Training Committee on Colorectal Surgery for ANZ and Chair of NZ Ministry of Health’s’ Colorectal Cancer Standards as well as and Chair of the (NZGG) Guidelines Colorectal Cancer Management Guidelines. He has published over 500 publications in peer reviewed journals mostly about colorectal disease, and given more than 350 presentations at national and international meetings.

Frank is at present the vice president of the Colorectal Surgical Society of Australia and New Zealand (CSSANZ) .
